Job Vacancy-County based Monitors -  Constitutional Commissions Monitor

International Center for Policy and Conflict (ICPC) is a non-profit, Independent, human rights public policy research, advocacy and education institute. It was established in Kenya in 2001 but got official recognition as a trust in 2005 under the Trustee (Perpetual Succession) Act Chapter 164. The Center is seeking county based monitors and a Lead Monitor to document progress of constitutional Commissions to work in its human rights and democracy project funded by embassy of Sweden, coordinated by Diakonia.

 

Terms of reference for Monitoring and Tracking consultants:

Background:

General Description of Human rights and Democracy Project:

The project captioned “Human rights and democracy project” is designed to realize:Increased Respect for Human Rights, Gender Equality and strengthened Democratic Governance at national and local level by actualizing Improved Access to Justice through effective key institutions within the justice sector that respects human rights and the rule of law and eeffective advocacy carried out by media and stakeholders in civil society at local and national level in order to strengthen democratic culture and increased accountability.

General Functions

These positions are located in Nairobi and Mombasa County with lead monitors will be based at International Center for Policy and Conflict. The community based monitors in Nairobi and Mombasa County will be under the supervision of the lead monitors and overall guidance of the head of programmes.

Monitoring & Evaluation Responsibilities:

Work closely with head of programmes and lead monitors; assess performance of the reporting and M&E Systems.

Development of appropriate and sufficient monitoring and reporting tools for the programme.

Conduct training for community based monitors on M&E management tools

Develop criteria and evaluation scheme for the project impact, benefit and sustainability.

Promote a results-based approach for monitoring and evaluation, emphasizing results and impacts. 

Prepare consolidated progress reports for project management including identification of problems, causes of potential bottlenecks in project implementation, and providing specific recommendations.

Check that monitoring data are discussed in the appropriate forum  and in a timely fashion in terms of implications for future action. If necessary, create such discussion forums to fill any gaps.

Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed.

Facilitate, act as resource person, and join if required any external supervision and evaluation missions.

Qualifications

 A university degree in social sciences, economics, or statistics (or similar, if combined with relevant work experience);

Good writing and reporting skills and professional experience in report writing; Skills and experience in data collection, data assessment/ evaluation and, building Monitoring and Evaluation systems;

Previous working experience with establishing and/or operating M&E systems;

At least 2 years of relevant experience working with national/ international organization; Proficient in the use of computer applications, including MS Word, Excel, PowerPoint Fluency in oral and written English, Dari and Pashto

Reporting:

The Monitor(s) will carry out all duties and responsibilities under the direction and supervision of the Deputy director who is the head of programmes and community based monitors under lead monitors.

Functional Competencies:

·         A solid understanding of environmental management , with a focus on participatory processes, joint management, and gender issues;

·         Familiarity with and a supportive attitude towards processes of strengthening the organization.

·         Willingness to interact with different stakeholders, especially primary stakeholders and duty bearers;

·         Good personal organization, interpersonal and communication skills
